A Vietnamese landline begins with its area code, three digits starting with 2 — 236 Đà Nẵng, 292 Cần Thơ — except Hanoi's 24 and Ho Chi Minh City's 28. Each of the sixty-three provinces of before July 2025 had one, and that is still where the codes are: the thirty-four provinces of today keep every old code on its old ground until the ministry's new ones take over. This map draws the codes where they are dialled, coloured by the digit after the 2, the region the plan handed them out by.
How to read the map. Each patch is a province as it was until July 2025 and the numeral on it is its code, with the name beneath. The colour is the digit after the 2: 0 is the north-east, 1 the north-west, 2 the Red River delta, 3 the north-central coast, 5 the south-central coast, 6 the central highlands, 7 the south-east, 9 the Mekong delta; the two cities with two-digit codes, Hanoi and Ho Chi Minh City, take the colour of the region around them. The Provinces grouping draws the thirty-four provinces of today over the patches: where a line of today's provinces runs between two patches, two old provinces were left as they were; where several patches sit inside one, they were merged.
What changed in 2025. Resolution 202/2025 of the National Assembly merged the sixty-three provinces into thirty-four on 1 July 2025, and the Ministry of Science and Technology gave each new province an official code — the code of the province it is named for, so Tuyên Quang keeps 207 and the Hà Giang it absorbed will dial it too. Through the transition, which the ministry put at six months to a year, every old code works on its old ground, and that is what the map draws. The eleven provinces the resolution left alone keep their codes outright. The panel says, for each old code, which province it is in now and what that province's code will be.
