A Brazilian number is the two-digit area code — the DDD, código de discagem direta à distância — and eight or nine digits after it: 11 is São Paulo, 21 Rio de Janeiro, 61 Brasília, 92 Manaus. There are sixty-seven, each a group of municipalities that Anatel assigns one by one, and this map draws every one of them on IBGE's boundaries. The colour is the first digit, which the plan hands out state by state: 1 is São Paulo, 3 Minas Gerais, 5 Rio Grande do Sul, 8 the Northeast, 9 the North.
How to read the map. Each patch is a code and the numeral on it is what you dial there; the city beneath it is the state capital where the code has one, and otherwise the principal city. The colour is the first digit: 1 is the state of São Paulo, 2 Rio de Janeiro and Espírito Santo, 3 Minas Gerais, 4 Paraná and Santa Catarina, 5 Rio Grande do Sul, 6 the Centre-West with Tocantins, Acre and Rondônia, 7 Bahia and Sergipe, 8 the Northeast from Pernambuco to Piauí, 9 the North. A code never crosses a state line except 61, which is the Federal District and the ring of Goiás around it. The second digit is nothing but an order: 11 to 19 are São Paulo's nine codes, 91 to 99 the North's.
Where the lines come from. Anatel's Plano Geral de Códigos Nacionais assigns every municipality a code, and IBGE draws every municipality, so each patch is the union of its municipalities and nothing is inferred. The assignment is read from a maintained open table of Brazil's 5,570 municipalities keyed by IBGE code, which Anatel's own annex, a PDF per state, is not. Fernando de Noronha dials Pernambuco's 81 from a thousand kilometres out in the Atlantic and is not drawn. One municipality, Boa Esperança do Norte in Mato Grosso, was created in 2025 and is in the table but not yet in the boundaries; its ground is drawn in its parent's code, which is the same 66.
